Rhys Webb – A Lifelong Commitment to Community and the Call for New Volunteers in Horsham

St John Ambulance Victoria’s Horsham Division is calling for new volunteers to join the ranks, and there’s no better person to explain why than Rhys Webb, a caring partner, a loving father to his 6-year-old son, an Executive Director overseeing the Community Health department at West Wimmera Health Service, and a passionate volunteer whose connection with the organisation spans over two decades.

Rhys’ journey with St John began in New Zealand, where he joined at the age of 7, and has evolved into a lifetime commitment to serving his community.

Rhys as a young St John volunteer back in New Zealand

“I joined St John Ambulance back in 2003 in Rangiora, New Zealand. My friends were all part of it, and I thought it would be a great way to spend time with them,” Rhys recalls. "It wasn’t long before I realised how much I enjoyed helping people, and that sparked a lifelong passion for first aid and community service."

From his early years as a "Penguin" in New Zealand, Rhys worked his way through the ranks, becoming a senior cadet and eventually a non-commissioned officer. By 2006, he got his Grand Prior Award just before his family moved to Australia. Upon settling in Geelong, Rhys joined the Barwon Division before moving to Djerrwarrah Division, where he continued his training under the mentorship of Margaret Dart, a leader who dedicated 57 years to St John.

After becoming a registered nurse in Ballarat, Rhys moved to Horsham, where he began working with the local division. "I always knew I wanted to stay involved with St John," he says. "It gave me a sense of purpose, especially with my background in healthcare."

Since becoming Divisional Manager of Horsham in 2021, Rhys has been at the heart of the division's operations, overseeing events, training volunteers, and supporting the community through various challenges, including bushfires, floods, and other emergencies.

Why Horsham Needs Volunteers Now More Than Ever

As the Horsham Division faces growing demands for first aid services, Rhys emphasises the need for new volunteers to step forward. “People don’t realise how much we do in the community. With the bushfires and floods, our volunteers play a critical role in emergency management alongside the CFA, police, and other local emergency services. If we don’t have enough volunteers, the entire community suffers.”

In a region where natural disasters such as bushfires are a constant threat, the role of volunteers is crucial. “Community is everything here in Horsham,” Rhys continues. “When something goes wrong, it’s the volunteers who step in. If we don’t have enough people to help, those gaps won’t be filled."

A Day in the Life of a St John Volunteer

Volunteers with St John are involved in a wide range of activities, from supporting local sporting events and festivals to providing first aid at major public events such as the Grand Prix, AFL matches, and marathons. “We’re involved in everything from motorcross and polo events to the Chill Out Festival in Daylesford,” Rhys explains. “It’s incredibly rewarding, and there’s always something new and exciting happening. We also assist with community events, including ANZAC Day services, and contribute to larger events across the state.”

No matter what your background is, St John offers opportunities for everyone to contribute. Rhys notes, “It doesn't matter whether you're a cleaner or a CEO; and you don’t need any medical experience to start either. We provide all the training you need in-house. It’s all about being part of a team and giving back to your community.”

Join the Team at Horsham Division

St John Ambulance Victoria is actively seeking new volunteers across the state as part of our drive for an additional 500 volunteers by 2026, to meet growing community demand, and there’s no better time to get involved. Rhys encourages anyone who wants to make a meaningful impact to consider volunteering. “This is an organisation that has been serving communities for over 140 years, and we’re still going strong. It’s incredibly meaningful to be part of an organisation that helps people in their time of need.”

In addition to gaining essential skills in first aid and emergency response, volunteers are part of a supportive community. "One of the best things about being with St John is the camaraderie. We’re all here to help each other and serve the community,” says Rhys.

For those who are looking for a way to give back, Rhys emphasises the importance of community involvement: “Whether you’re a student, a professional, or just someone who wants to make a difference, St John Ambulance is a great way to contribute. Volunteering helps keep your skills sharp, builds your confidence, and makes a real difference in people’s lives.”
